It's just a further refinement of HDMI 2.0a (which added HDR capabilities). Flashable firmware depends on the mfr and for most, it may not even be necessary. HDMI 2.1 will probably require new hardware but depending on how innovative the chipmakers are and the individual tv mfrs, it may also be flashable. HDMI 2.1 will allow support for "dynamic metadata". HDMI 2.0a includes HDR EOTF signaling and metadata. HDMI 2.1 will include dynamic metadata. The only difference between HDMI 2.0(a) and HDMI 2.1 is the dynamic metadata.
Dynamic metadata allows for HDR grading from scene to scene instead of applying it to the overall movie as is the case with HDR now. It should also make it possible to downconvert HDR to SDR, which is Standard Dynamic Range and what we see today.
